The purpose of the US Army Physical Training belt is to prevent automobiles from hitting soldiers running in the early morning light, the time when soldiers are most likely to be out running. It is a stop-gap measure that became permanent; the Army paid a lot of money to incorporate reflective material into the Improved Physical Fitness Uniform (IPFU) that came out in the late 90s, but the reflective material doesn't actually reflect well enough to be visible from a distance.
